Terms of Use

The rules for using PIC's website, membership, events and directory.

Effective October 18, 2026.

These Terms of Use (“Terms”) govern your use of the website of the Pikesville Improvement Corporation (“PIC,” “we,” “us”), a Maryland nonprofit organization recognized as tax-exempt under Section 501(c)(3) of the Internal Revenue Code. By using this website, creating an account, submitting content, registering for an event, or making a payment, you agree to these Terms, our Privacy Policy and our Community Guidelines. If you do not agree, please do not use the website.

1. Accounts

  • You must be at least 18 years old to create an account, become a member, list a business, submit photos or register for events through this website.
  • Each account belongs to one person. Business and organization accounts are held by one named contact who is authorized to act for that business or organization.
  • You agree to provide accurate information and keep it up to date in My Account.
  • You are responsible for keeping your password private. Tell us right away at [email protected] if you believe someone else has used your account.
  • You may close your account at any time by emailing [email protected]. We will close it within 30 days and handle your information as described in the Privacy Policy.

2. Membership

  • Levels and prices. Current membership levels, benefits and prices are listed on the Membership page. The price shown when you join is the price you pay for that membership term.
  • Voting and governance. Voting rights, eligibility to serve on the board or committees, and all other governance matters are set by PIC’s bylaws and board policies. If anything on this website differs from the bylaws, the bylaws control.
  • Renewal. Paid memberships last one year. At checkout you choose whether to renew automatically. If you choose automatic renewal, you will be charged the then-current price for your level on each renewal date until you cancel. You can cancel automatic renewal at any time in My Account; your membership stays active until the end of the term you already paid for.
  • Price changes. If the price of your level changes, we will email you at least 30 days before it applies to your next renewal.
  • Refunds. You may request a full refund of a membership payment within 14 days of the payment date by emailing [email protected]. After 14 days, payments are not refundable, except that we will always refund duplicate charges, charges made in error, and renewals you cancelled before the renewal date. Approved refunds are returned to the original payment method within 10 business days.
  • Taxes. Because members receive benefits, membership dues are generally not deductible as charitable contributions. Business members may be able to deduct dues as a business expense. Please consult your tax advisor.
  • Online payments are not yet available. Until we announce otherwise, only free resident registration is offered on this website and no payment information is collected.

3. Donations

  • Donations are voluntary gifts to PIC, a 501(c)(3) organization. They are tax-deductible to the extent allowed by law, and no goods or services are provided in exchange.
  • You will receive an emailed receipt for each online donation. Please keep it for your tax records.
  • Donations are not refundable, except that we will refund a duplicate or mistaken donation if you tell us within 30 days.
  • Donations are used for PIC’s charitable purposes as determined by the board.

4. Payments

Payments are processed by Stripe, Inc. Your card details go directly to Stripe and are never stored by PIC. Stripe’s own terms and privacy policy also apply to your payment.

5. Business directory listings

  • Directory listings are a benefit of eligible business and organization memberships.
  • By submitting a listing, you confirm that you own or are authorized to represent the business or organization, that the information is accurate, and that you have the right to use any names, logos and photos you provide.
  • You are responsible for keeping your listing accurate. Listings are hidden when the related membership ends.
  • We review listings before they are published. We may edit listings for length, formatting or clarity without changing their meaning, and we may decline or remove a listing that is inaccurate, misleading, unlawful, unrelated to the Pikesville area, or in violation of these Terms or the Community Guidelines. If we remove a listing, we will tell the listing owner why.
  • A listing is not an endorsement. PIC does not recommend, guarantee or take responsibility for any business, product or service listed.

6. Photos and other content you submit

  • You keep ownership. You keep all rights to photos and other content you submit.
  • Permission you give us. You give PIC a non-exclusive, royalty-free permission to display, crop and share your submission on this website, PIC’s social media and PIC’s printed or presented community materials, with credit to you where practical. This permission is limited to promoting PIC and the Pikesville community. PIC will never sell your submissions or license them to others.
  • Withdrawing permission. You may ask us to remove your submission at any time by emailing [email protected]. We will remove it from this website within 10 business days and will not use it in new materials. Materials already printed or published cannot be recalled.
  • Your responsibilities. Submit only content you created or have permission to share. Do not submit photos in which a person can be clearly identified without that person’s permission, photos of minors without a parent’s or guardian’s permission, or anything that violates the Community Guidelines.
  • Review. Every submission is reviewed before it is published. We may decline any submission.

7. Events and RSVPs

  • An RSVP helps us plan. It does not guarantee a seat when a venue reaches capacity.
  • You agree to follow the rules of each venue and the Community Guidelines while attending.
  • PIC may photograph or record its public events for community and promotional use. Event organizers will let attendees know when photography is taking place, and you may ask not to be photographed, or ask us to remove a published photo of you, by emailing [email protected].
  • Some events on our calendar are organized by others, such as Baltimore County. PIC lists them for the community’s convenience and is not responsible for how they are run.
  • If PIC cancels or changes an event, we will post the change on the event page and email people who RSVP’d.

8. Acceptable use

You agree not to: break any law; impersonate anyone; harass, threaten or discriminate against anyone; send spam or unsolicited advertising through the website; collect other users’ personal information; upload malicious code; attempt to access accounts, data or areas of the website you are not authorized to use; or interfere with the website’s operation or security.

9. Suspending or closing accounts

We may suspend or close an account that violates these Terms or the Community Guidelines. Except where immediate action is needed to protect other people or the website’s security, we will first email you an explanation and give you 14 days to respond. You may appeal any suspension or closure to PIC’s board by emailing [email protected]; the board’s decision is final. If a paid membership is closed for a reason other than a violation of these Terms, we will refund the unused portion of the term.

10. PIC’s name and content

PIC’s name, logo and the original text and design of this website belong to PIC. You may share links to our pages and quote short passages with credit. Any other use requires our written permission.

11. Other websites and services

This website links to, and uses, services run by others, such as Stripe, Microsoft, Google, Facebook and Baltimore County. Their own terms and privacy policies govern your use of them.

12. Disclaimers and limitation of liability

PIC is a volunteer-run nonprofit. We work to keep this website accurate, available and secure, but it is provided “as is” and “as available,” and we cannot promise it will always be error-free or uninterrupted. To the fullest extent permitted by Maryland law, PIC and its directors, officers and volunteers are not liable for indirect, incidental or consequential damages arising from use of this website, from businesses listed in the directory, or from content submitted by others. If PIC is found liable to you for anything related to this website, our total liability is limited to the amount you paid PIC in the 12 months before the claim. Nothing in these Terms limits any liability that cannot be limited by law, or any rights you have as a consumer under Maryland or federal law.

13. Changes to these Terms

If we make a material change to these Terms, we will post the new version on this page with a new effective date and email registered users at least 30 days before it takes effect. Changes apply only from their effective date. If you do not agree with a change, you may close your account before it takes effect.

14. Governing law and disputes

These Terms are governed by the laws of the State of Maryland, without regard to its conflict-of-law rules. If you have a concern, please contact us first at [email protected]; we will respond within 30 days and work in good faith to resolve it. If a dispute cannot be resolved informally, it will be decided by the state or federal courts located in Baltimore County, Maryland. If any part of these Terms is found unenforceable, the rest remains in effect.
